IOC SANCTIONS ANOTHER THREE ATHLETES


Sydney, 1 October 2000 - The IOC Executive Board today made the following decisions:

INTERNATIONAL OLYMPIC COMMITTEE
EXECUTIVE BOARD – DECISION
(Rule 25.2.2.1 of the Olympic Charter)

In re POSPELOVA Svetlana, born 24 December 1979, athlete, member of the Russian Federation team (RUS), athletics, 400m and 4 x 400m relay.

The Executive Board took note at its meeting today of the report by the Chairman of the IOC Medical Commission which states the following:

Out-of-competition test performed at the Olympic Village polyclinic on 25 September 2000.

The results of the laboratory analysis are as follows:

The presence of metabolites of stanozolol was detected in the A urine sample. This constitutes scientific proof of the administration of prohibited substances (anabolic androgenic steroids) pursuant to Appendix A of the Olympic Movement Anti-Doping Code (Prohibited classes of substances and prohibited methods I-C-1 a).

The delegation of the Russian Federation was informed of the result on 29 September 2000 at 1.15 p.m.

The delegation asked for the B sample to be tested. The delegation was invited to the laboratory on 1 October 2000 at 9 a.m. to witness the opening of the B sample.

The Russian Federation delegation appeared before the IOC Medical Commission on 29 September 2000 at 11 p.m.

Considering that the athlete was not present at the hearing,
Considering that, according to the delegation, the athlete left Australia on 28 September 2000,
Considering that, as a result, the athlete could not be notified either of the invitation to attend the hearing or of the acts of which she is accused,
Considering that this was an out-of-competition test,

The IOC Medical Commission recommends that the IOC Executive Board:

Either pass the file to the International Amateur Athletics Federation to investigate the case in accordance with its rules and inform the IOC of its conclusions.

Or invite the athlete to attend a hearing at a later date in the framework of the IOC’s own jurisdiction.

In view of the above, pursuant to Rule 25, paragraph 2.2.1 of the Olympic Charter,

THE EXECUTIVE BOARD OF THE
INTERNATIONAL OLYMPIC COMMITTEE

DECIDES

The athlete POSPELOVA Svetlana, member of the delegation of the Russian Federation (RUS) is excluded from the Games of the XXVII Olympiad for use of prohibitive substances (Chapter II of the Olympic Movement Anti-Doping Code).
The file of the athlete POSPELOVA Svetlana will be passed to the International Amateur Athletics Federation (IAAF) for investigation and decision pursuant to the rules of such Federation.
The IAAF will be asked to inform the IOC of its decision.
This decision shall enter into force immediately.

In re DANIELYAN, Ashot, born on 11 April 1974, athlete, member of the team of Armenia (ARM) team, weightlifting, men, over 105kg.

The athlete DANIELYAN, Ashot, placed third in the weightlifting, men, over 105kg, competition which took place on 26 September 2000.

The Executive Board took note today of the report by the Chairman of the IOC Medical Commission.

According to such report, the results of the laboratory analysis of the A sample are the following:

The presence of stanozolol was detected. This is scientific proof of the administration of prohibited substances (anabolic androgenic steroids) pursuant to Appendix A to the Olympic Movement Andidoping Code (prohibited classes of substances and prohibited methods (I.C.1a).

The delegation of the NOC of Armenia was informed of the result at 12:00 am on 30 September 2000.

The delegation asked for the B sample to be tested. The delegation was invited to the laboratory at 09h00 am on 3 October 2000 to attend the opening of the B sample.

The delegation of the NOC of Armenia appeared before the IOC Medical Commission at 11h00 pm on 30 September 2000.
