Candidature procedure
The selection process for the Olympic Games host city consists of two phases which enables the IOC to examine the capability of a city wishing to host the Games and then to evaluate the strengths and weaknesses of the city’s proposed project.
The first phase consists of cities applying to stage the Games. After consideration by the IOC Executive Board, some of them are then approved as Candidate Cities. This launches the Candidature Procedure, phase two of the bid process, in which the Candidate Cities prepare their Candidature Files which are then submitted to the IOC. Each city’s credentials are then examined by an IOC Evaluation Commission.
The Evaluation Commission for the 2014 Olympic Winter Games, chaired by Chiharu Igaya and composed of representatives of the Olympic Movement and a number of specialists, has visited each of the three Candidate Cities and provided a report to the IOC members.
"The Evaluation Commission plays a key role in assessing the Candidate Cities' ability to host successful Olympic Winter Games in 2014. We have here an excellent team, and I am pleased that Chiharu Igaya has accepted to lead it. As an Olympic medallist and current IOC Vice-President, he has great knowledge of the Olympic Movement and what it takes to organise the Olympic Winter Games. His experiences as a member of the Nagano 1998 Organising Committee and Chairman of the 2006 Evaluation Commission, together with the support of an experienced team will be tremendous assets," said IOC President Jacques Rogge.
In Guatemala City, Chiharu Igaya will present a final report of the Evaluation Commission, which will be followed by the IOC members’ vote. The result will then be announced by President Rogge.
