The IOC Evaluation Commission plays a key role in assessing the cities' capacity to host the Olympic Games.
The task of the Evaluation Commission is to analyse the Candidature Files submitted by the Candidate Cities and conduct inspection visits. In line with the Olympic Charter, one month before the election of the Host City, the Commission releases its report, which is a technical assessment of the Candidate Cities.
The Commission spends four full days in each city: there are briefings with the Bid Committee on the 17 themes of the Candidature Files, as well as site visits to the proposed venues. The Commission’s report is sent to all the IOC Members one month before the Host City election and is made public. The report will help the IOC Members to better understand the cities' bids and will assist them when they vote to elect the Host City. The 2020 election will take place on 7 September 2013 in Buenos Aires, Argentina.
On the day of the election, each Candidate City makes a 45 minute presentation to the IOC Session, which is followed by a question and answer Session. The Evaluation Commission chair then makes a final report to the Session. Following the Commission’s report, the electronic vote takes place and the Host City is elected.
The Commission to evaluate the candidatures for the 2020 Olympic Games (Istanbul, Tokyo and Madrid*) will be chaired by Sir Craig Reedie, IOC Vice-President and an IOC member in Great Britain. A board member of the London Organising Committee of the Olympic Games (LOCOG), Sir Craig was also a member of the 2004 and 2008 IOC Coordination Commissions and the 2008 and 2016 IOC Evaluation Commissions.
