2020 Olympic Games bid process: Evaluation Commission to be chaired by Sir Craig Reedie

The IOC is pleased to announce that the Commission to evaluate the candidatures for the 2020 Olympic Games (Istanbul, Tokyo and Madrid*) will be chaired by Sir Craig Reedie, IOC Vice-President and an IOC member in Great Britain. A board member of the London Organising Committee of the Olympic Games (LOCOG), Sir Craig was also a member of the 2004 and 2008 IOC Coordination Commissions and the 2008 and 2016 IOC Evaluation Commissions.

Joining the Commission will be IOC Sports Director Christophe Dubi and IOC Head of Bid City Relations Jacqueline Barrett, as well as a number of advisors, still to be appointed.

Commenting on the membership of the Commission, IOC President Jacques Rogge said, “We’ve assembled a strong and highly knowledgeable group of individuals led by the experienced Sir Craig Reedie, who knows as well as anybody what it takes to host a sustainable, well-organised and ultimately successful Olympic Games. The three 2020 Candidate Cities will all benefit greatly from their interactions with the Commission.”

Sir Craig Reedie said: “I am honoured to have been chosen as head of the 2020 Evaluation Commission, which brings with it a wide range of experience and represents all facets of the Olympic Movement, in particular the athletes. I look forward to working with my fellow Commission members and the three Candidate Cities in the run-up to next September’s election.”

The 2020 Candidate Cities, which all recently took part in the IOC’s Observer Programme during the London 2012 Olympic Games and will also participate in the London 2012 Debriefing in November in Rio de Janeiro, have until 7 January 2013 to submit their Candidature Files to the IOC.

After an analysis of these files, the Commission will visit each city and spend four full days with each bid team. Together they will examine the 14 themes of the IOC’s candidature questionnaire, which includes topics such as vision and legacy, transport, accommodation, finance and environment, and visit the competition and non-competition sites and venues proposed in the bid.

The visit dates, based on logistical considerations and not the official order of drawing of lots, will be as follows:

4 – 7 March 2013	Tokyo
18 – 21 March 2013	Madrid
24 – 27 March 2013	Istanbul

Around these official visit dates, the Commission will also hold a number of private meetings to prepare for and follow up on each visit.

The Commission’s report will be published prior to the IOC 2020 Briefing for IOC Members to take place at the beginning of July 2013, and will be available on www.olympic.org.

IOC selects three cities as Candidates for the 2020 Olympic Games

The International Olympic Committee (IOC) announced today that Istanbul (Turkey), Tokyo (Japan) and Madrid (Spain)* have made it on to the shortlist of cities bidding to host the 2020 Olympic Games. The Candidate Cities were accepted from among five Applicant Cities, which also included Baku (Azerbaijan) and Doha (Qatar).

The IOC takes the opportunity to thank all the Applicant Cities for their hard work, dedication and support of the Olympic Movement.

The three Candidate Cities will now be requested to prepare their Candidature File with an in-depth description of their Olympic project. They will also prepare for the visit of the IOC Evaluation Commission. The Evaluation Commission will make a detailed technical assessment of each candidature and publish a report in advance of the 2020 Briefing for IOC Members in July 2013. The two bid phases (Applicant and Candidate) were introduced by the IOC in 2000 to ensure that cities insufficiently prepared or considered not to have the potential to successfully organise the Olympic Games in the year in question, did not proceed to the second phase of bidding, thus ensuring significant cost savings both to the bid cities and the IOC.

As part of its mission to continually monitor and improve the bid process, the IOC recently brought forward some technical matters and questions regarding existing conditions that would not change between the two phases from the Applicant City questionnaire to the Candidate City questionnaire. Phase 2 has thus become a logical continuation of Phase 1, rather than a new start.

Six Applicant Cities for the 2020 Olympic Games

The International Olympic Committee (IOC) is pleased to announce that six cities have been put forward by their respective National Olympic Committees (NOCs) to apply to host the Games of the XXXII Olympiad in 2020. The cities, in alphabetical order, are: Baku (Azerbaijan), Doha (Qatar), Istanbul (Turkey), Madrid (Spain), Rome (Italy) and Tokyo (Japan).

NOCs had until 1 September 2011 to notify the IOC that a city within their jurisdiction was interested in applying. In addition, all of the above NOCs/cities complied with the newly introduced prerequisite criteria established by the IOC Executive Board (EB) in October 2010.

The six Applicant Cities will now proceed to Phase 1 of the IOC’s two-step procedure, which will lead to the election of the 2020 host city in Buenos Aires, Argentina, on 7 September 2013.

• Phase 1, known as the Candidature Acceptance Procedure, focuses on a technical review and the cities’ ability to host the Olympic Games in 2020. Cities are required to answer a questionnaire, and their answers are studied by the IOC. At the end of this first phase, the IOC EB selects the cities that will become Candidate Cities and therefore move on to Phase 2.

• Phase 2, known as the Candidature Procedure, concentrates on Games operational matters. Candidate Cities will be requested to submit their Candidature File – which is an in-depth description of their Olympic project – and will be subject to a technical assessment made by a visiting team – the IOC Evaluation Commission. The IOC Evaluation Commission’s appraisal will be published in a report and sent to the IOC members no later than one month before they cast their votes on 7 September 2013 and in time for the 2020 briefing for IOC Members. The report will also be available to the public on www.olympic.org.

The application of Doha will be assessed on dates within the range proposed by the Qatar Olympic Committee - 20 September to 20 October - and accepted, in principle, by the IOC EB at its meeting in Daegu last week.

While accepting the proposal in principle, the EB specifically asked the Qatar NOC for full assurances on the following points:

1. In order to protect the health of the athletes, the IOC will publish a list of events which must be organised at the most appropriate time determined by the IOC (early morning/late afternoon).

2. This scheduling should not be detrimental to the organisation, the broadcast coverage or the spectator experience.

3. Measures should be taken to protect the health of the public and all technical and support staff.

These assurances, along with the other elements of the Qatari application, will be evaluated by the EB in May 2012, as part of the applicant phase of the 2020 bidding process.

* The cities will be listed in alphabetical order until such time as the official drawing of lots is carried out by the IOC EB in December 2011. The order of drawing of lots will then be used until the election of the 2020 host city.

"New Horizons" for 2018

The city of PyeongChang has been elected as the host city of 2018 Olympic Winter Games. Pyeongchang received 63 votes in the first round of voting, with Munich receiving 25 votes and Annecy receiving 7 votes. This will be the first time that South Korea has hosted the Olympic Winter Games and signals the opening up of “New Horizons” for the Winter Games and sport.

Lessons learnt

“Congratulations to PyeongChang. I think there is a lesson to be learnt from their achievement, and that is that patience and perseverance have prevailed and were important,” said IOC President Jacques Rogge, referring to the fact that it was PyeongChang’s third attempt at obtaining the Games. “The three bids were excellent. Each city could have organised perfect Olympic Winter Games, but ultimately one had to be chosen. I would like to congratulate our Korean friends very warmly, and I am sure we will have great success with them in our future collaboration.”

Absolute delight

“We are absolutely delighted that PyeongChang has been awarded the right to host the 2018 Olympic Winter Games,” said Chairman of the 2018 Bid Committee for PyeongChang Yang Ho Cho. “Over the course of 10 years of bidding we listened and learnt from the Olympic family. Today, our efforts and commitment to hosting the Olympic Games have been rewarded. We will ensure that our hard work will continue all the way through to 2018 to create an amazing Winter Games in Korea.”

PyeongChang 2018 – New Horizons

PyeongChang 2018’s vision for the 2018 Games is to offer the Olympic Movement and the world of winter sports New Horizons — a legacy of new growth and new potential never seen before. Its Winter Games plan is one of the most compact in Olympic history and it offers a unique stage on which the world’s best athletes can achieve superior performances. With PyeongChang’s strategic position in Asia, and its access to an emerging and fast-growing youth market, the 2018 Olympic Winter Games will no doubt expose new generations of potential athletes to the power of winter sport.

With PyeongChang now having secured its place in Olympic winter sports history, other cities that are interested in hosting a Games can learn more by attending the International Olympic Committee’s “Bidding for the Games” seminar, which will be held in Lausanne on 1 and 2 November this year.

IOC Executive Board wraps up meeting in Durban

The IOC Executive Board met today in Durban, South Africa, ahead of the 123rd IOC Session, at which the host city for the 2018 Olympic Winter Games will be chosen.

Sports

The EB confirmed the inclusion of ski slopestyle (men and women), snowboard slopestyle (men and women) and snowboard parallel special slalom on the sports programme of the 2014 Olympic Winter Games in Sochi.

The EB also agreed on a shortlist of sports that will be considered for inclusion in the sports programme of the 2020 Games of the Olympiad. The sports are: baseball, karate, roller sports, softball, sports climbing, squash, wakeboard and wushu, one of which could be added to the 2020 Games sports programme to be voted on by the 125th IOC Session in Buenos Aires in 2013. The programme can include a maximum of 28 sports.

Nanjing Programme

A proposal for a number of changes to the sports programme of the Nanjing 2014 Youth Olympic Games was also approved, bringing the number of sports to 28 from 26 in Singapore 2010; the number of events to 216 from 201; and the number of athletes to 3,809 from 3,595.

Ghanaian NOC

The EB reviewed the situation of the Ghana Olympic Committee, which has been suspended since January due to government interference (as a result of the national sports legislation in force) in the operations of the Olympic Movement in Ghana.

The EB acknowledged with great satisfaction all efforts made by the government authorities in Ghana to amend the national sports legislation so that it fully complies with the basic principles and rules that govern the Olympic Movement.

It was agreed that the EB would consider lifting the suspension of the NOC of Ghana as soon as all formal steps for the adoption and official publication of the newly amended sports legislation are fully completed by the Ghanaian authorities and the IOC is formally notified of the development.
Then, the NOC of Ghana should take all necessary steps and immediately start the process to convene and hold an Elective General Assembly.

Fight against Illegal and Irregular Betting

As part of its fight against illegal and irregular betting, the IOC approved the rules of application regarding betting for the London Games. The rules that address the prohibition of betting activities linked to the Games and any form of cheating affecting the results of the competitions have been applied as of the Beijing Games and adapted for each edition of the Games since then. The EB also agreed to amend article A6 of the Code of Ethics in order to take into consideration attempts to influence not only the result of the competition but also the course of the competition itself.

Sport for All

The EB selected Lima, Peru as the host city for the 15th IOC World Conference on Sport for All in 2013.

123rd IOC Session and IOC Executive Board meeting in Durban, RSA – Information for the media

1) GENERAL INFORMATION

The annual general meeting of the members of the International Olympic Committee (IOC) will be held in Durban, Republic of South Africa, from 4 to 9 July 2011.

This 123rd IOC Session will take decisions on key policy issues and in areas under its authority, including the election of the host city of the 2018 Olympic Winter Games on 6 July. The three Candidate Cities are Munich (Germany), Annecy (France) and PyeongChang (South Korea) - listed in the order of drawing of lots.

The meetings will be held at the International Convention Centre Durban (ICC). A map showing the location of the venue is attached.

The meetings of Executive Board and Session, the presentations of the Candidate Cities, the vote to elect the host city, the signature of the Host City Contract, the announcement ceremony of the 2018 host, and all media conferences, including the joint IOC/host city media conference, will all take place at the ICC in Durban.

2) ACCREDITATION

Media representatives wishing to cover the IOC Executive Board meeting and Session are required to complete the accreditation application on the IOC website by Friday 1 July 2011. You should apply for a visa at the nearest embassy of the Republic of South Africa. As processing visas can take some time, we recommend you request an invitation letter from the IOC as soon as possible.

Airport transfer and the IOC Session shuttle service will start on Saturday 2 July.

Transfer in Johannesburg

Customs need to be cleared at the first port of entry to South Africa.

Upon your arrival in Johannesburg, you will be requested to go through immigration and collect your luggage.

Volunteers will assist you after immigration with your transfer to the domestic terminal. It is recommended to allow enough time for immigration and terminal changes between the international and domestic flight.

7) BROADCAST COVERAGE OF THE IOC SESSION

IOC Production

The 123rd IOC Session, including the presentation of the three 2018 Candidate Cities and the announcement ceremony of the 2018 host city, will take place at the ICC, Durban.

The IOC will produce the live radio and television coverage of all events taking place in the ICC for closed circuit TV viewing. Parts of this international signal will be made available as “pool coverage” to participating broadcasters at the IBC for live broadcast. The international signal will be in high-definition with a 16:9 picture ratio, HD-SDI 1080 I50, and will be distributed to the broadcasters in the IBC in HD-SDI or SDI.

Important:

Broadcasters may broadcast the IOC “pool coverage” (as defined above), in whole or in part, either live or on a 24-hour delayed basis. Subsequent to that time, broadcasters may only broadcast short excerpts for news purposes in regularly scheduled news programmes. These broadcasts may not be sponsored in any way which gives the impression that third parties are linked to the Candidate Cities or to the Olympic Games, unless such third parties are Olympic sponsors in the territory in which such broadcasts take place. All broadcasters who make use of the “pool coverage” or who otherwise broadcast coverage of the 123rd IOC Session shall be deemed to agree with these conditions.

8) MEDIA FACILITIES AT THE ICC

Various media facilities will be located in the ICC Durban, and will include the Main Press Centre (MPC), the International Broadcast Centre (IBC), and the Media Briefing Room (MBR) with various facilities for the media. Only accredited media will have access to these facilities.

The MPC and IBC will be operational during the following hours:

Main Press Centre (MPC) – ICC, Hall 3

The MPC will consist of 400 workstations each fitted with power, wireless internet access and interpretation via headsets. A number of cabled internet positions will also be available. Lockers will be available for rent through the Media Service Desk. International access telephones will be available for use. Internet access will be provided free-of-charge to the media; however dedicated services and higher capacity telecommunications can be ordered via the Press Rate Card.

Media will be able to follow the Session and the announcement ceremony live by closed circuit TV and on large screens within the IBC and MPC.

International Broadcast Centre (IBC) – ICC, Hall 3

The IBC will be adjacent to the MPC and will be made available to broadcasters who have booked facilities, such as modular or tailored space, furniture, TV monitors, communications facilities and technical equipment, etc. Dedicated facilities can be ordered via the Broadcaster Rate Card.

Media Briefing Room (MBR) – ICC, Hall 3

The Media Briefing Room will be the site of the various press conferences and media briefings during the 123rd IOC Session. The MBR will be open to all media and will have a platform with proper audio splits for a limited number of ENG crews and photographers.

Media Service Desk

The Media Service Desk will be located inside the Main Press Centre and will include a variety of facilities to help service the media, such as International Olympic Committee services, the Candidate City publications desk and general and tourist Information.

The Media Service Desk will include the following:

General assistance and technical support for electricity, computers, internet connections and telecommunications
Cellular phone rental / SIM card provision
Equipment adaptors
Back-up equipment

The Media Service Desk will be operational during the opening times of the IBC/MPC.

Mixed Zone – ICC

Mixed zone opportunities will be available during the 123rd IOC Session for short interviews. Media are advised that space is limited and that access will be controlled by the use of a supplementary access device, which can be requested via IOC Media Operations in the MPC for press and photographers, and at the OBS Office in the IBC for broadcasters.

Stand-up locations

As part of the broadcast infrastructure, there will be stand-up locations in the ICC. More information is available in the Broadcaster Rate Card – Part B.

Media access to the announcement ceremony and Candidate Cities’ presentations

Media will be able to follow the Session and the announcement ceremony live by closed circuit TV and on large screens within the IBC and MPC.

During the Candidate Cities’ presentations, a limited number of ENG and photographer platforms will be available in the Session hall. These positions are fixed, with no roaming permitted within the hall.

For the announcement of the host city of the 2018 Games, there will be a limited number of photographer, commentary and ENG camera positions within the ICC auditorium.

All photographer and ENG positions will be controlled by the use of a supplementary access device, which can be requested via the IOC Media Operations office (photographers) and the OBS Office in the IBC (broadcasters).

9) BOOKING FOR BROADCAST FACILITIES

As mentioned above, a Broadcaster Rate Card for standard facilities and services is available for broadcasters. The Broadcaster Rate Card is split into two sections – Part A (click here to download) containing facilities and services provided by the Local Organising Committee, and Part B (click here to download) containing technical facilities and services provided by the Broadcast Services Provider. The items and rates listed in the rate card are subject to change and will depend on availability. Requests for items not included in the Broadcaster Rate Card can also be made.

The deadline for bookings is 30 May, and priority for facilities and services will be given to broadcasters from the countries of Candidate Cities.

The IOC will examine and allocate the bookings and will inform the South African Organising Committee and the Broadcast Services Provider regarding the facilities allocated. Once the bookings have been confirmed, these two organisations will process their respective invoicing.

2018 Briefing for IOC Members – 18 and 19 May 2011– Information for the media

The 2018 Briefing for IOC Members will take place on 18 and 19 May in Lausanne.

The purpose of the Briefing is to permit the 2018 Candidate Cities - Munich (Germany), Annecy (France) and PyeongChang (South Korea)* - to inform all IOC members about the technical aspects of their candidatures and to give IOC members an opportunity to put questions to the cities on their bids prior to the IOC Session in July in Durban, South Africa, where the host city for the 2018 Olympic Winter Games will be elected on 6 July 2011.

* Cities are listed in the order of drawing of lots.

Media representatives wishing to cover the events are requested to confirm their attendance via the IOC website.

A media working room will be set up next to the restaurant on the top floor of the Museum.

Wireless cards will be available at the Museum reception desk.

Please note that accreditations will be processed on the IOC website. 2018 bid process – all three Candidate Cities submit their Files

The International Olympic Committee (IOC) today announced that it has received the Candidature Files of the three Candidate Cities bidding to host the 2018 Olympic Winter Games. Munich (Germany), Annecy (France) and PyeongChang (South Korea) [1] all delivered their files by the deadline of 11 January.

The IOC Evaluation Commission, chaired by IOC member Gunilla Lindberg, will now analyse the Candidature Files and make site inspections as follows:

Annecy: 9 to 12 February
PyeongChang: 16 to 19 February
Munich: 1 to 4 March

The Commission will then prepare a report that will be published to coincide with the 2018 Briefing for IOC Members, which will take place in Lausanne on 18 and 19 May 2011. The election of the host city will take place on 6 July during the 123rd IOC Session in Durban, South Africa.

Please note that the IOC will not release the Candidature Files, but has informed the Candidate Cities that they can make their files public and post them on their websites if they so wish as of tomorrow, 12 January.

IOC announces composition of Evaluation Commission for 2018 Winter Games

The International Olympic Committee (IOC) announced today that Swedish IOC member Gunilla Lindberg will chair an 11-member Evaluation Commission tasked with making a comprehensive technical appraisal of the three Candidate Cities bidding to host the 2018 Olympic Winter Games: Munich (Germany), Annecy (France) and PyeongChang (South Korea).*

The Evaluation Commission is composed of representatives of the Olympic Movement as well as a number of advisors.

Lindberg, a member of the IOC Executive Board from 2000 to 2004 and IOC Vice-President from 2004 to 2008, is vastly experienced from her time spent on Coordination Commissions for five Olympic Games and her work with the Evaluation Commission for the 2006 Turin Olympic Winter Games.

The 2018 Evaluation Commission will analyse the candidature files before making on-site inspections of the cities between 8 February and 5 March 2011. The Commission will issue its report for IOC members ahead of the election of the host city on 6 July 2011, during the 122nd IOC Session in Durban, South Africa.

“The Evaluation Commission will be well-served by the appointment of Gunilla Lindberg as its Chair,” said IOC President Jacques Rogge. “Ms Lindberg has extensive knowledge of what it takes to host an Olympic Games, in particular a Winter Games, and possesses all the skills necessary to lead our team of experts and make the best possible analyses of the three Candidate Cities.”

Commenting on her appointment, Lindberg said: “It is a great honour for me to have been chosen to head such an important commission within the IOC. I very much look forward to working with my highly qualified colleagues in evaluating the bids from three excellent Candidate Cities.”

Representatives from Munich, Annecy and PyeongChang will give presentations to all IOC members during a technical meeting scheduled for next May in Lausanne. The Evaluation Commission’s report will coincide with this meeting.
