Tokyo, which also bid for the &lt;a href="/_Templates_/Pages/OLYMPIC GAMES/GamesFuture.aspx?id=207930&amp;amp;epslanguage=en"&gt;2016 Olympic Games&lt;/a&gt;, previously hosted the &lt;a href="/_Templates_/Pages/OLYMPIC GAMES/GamesPast.aspx?id=207620&amp;amp;epslanguage=en"&gt;Games in 1964&lt;/a&gt;. &lt;br /&gt;&lt;br /&gt;“Congratulations to the city of Tokyo on its election as host of the &lt;a href="/_Templates_/Pages/OLYMPIC GAMES/GamesFuture.aspx?id=208660&amp;amp;epslanguage=en"&gt;2020 Olympic Games&lt;/a&gt;,” said IOC President &lt;a href="/_Templates_/Pages/Member.aspx?id=71386&amp;amp;epslanguage=en"&gt;Jacques Rogge&lt;/a&gt;, whose 12-year term in office comes to an end on 10 September. “Tokyo presented a very strong technical bid from the outset – and it needed to in competition with two such high-calibre bids from Istanbul and Madrid. These cities, in order of the drawing of lots, were: Baku (&lt;a href="/_Templates_/Pages/Country.aspx?id=31151&amp;amp;epslanguage=en"&gt;Azerbaijan&lt;/a&gt;), Doha (&lt;a href="/_Templates_/Pages/Country.aspx?id=31289&amp;amp;epslanguage=en"&gt;Qatar&lt;/a&gt;), Istanbul (&lt;a href="/_Templates_/Pages/Country.aspx?id=31323&amp;amp;epslanguage=en"&gt;Turkey&lt;/a&gt;), Madrid (&lt;a href="/_Templates_/Pages/Country.aspx?id=31308&amp;amp;epslanguage=en"&gt;Spain&lt;/a&gt;), Tokyo (&lt;a href="/_Templates_/Pages/Country.aspx?id=30783&amp;amp;epslanguage=en"&gt;Japan&lt;/a&gt;) and Rome (&lt;a href="/_Templates_/Pages/Country.aspx?id=30786&amp;amp;epslanguage=en"&gt;Italy&lt;/a&gt;)*. Phase I, known as the Candidature Acceptance Procedure, involved a thorough technical review by the IOC of each city’s potential to organise the 2020 &lt;a href="/_Templates_/Pages/OLYMPIC GAMES/GamesLanding.aspx?id=199511&amp;amp;epslanguage=en"&gt;Olympic Games&lt;/a&gt;. Cities were asked to reply to a questionnaire, and their answers, which were submitted to the IOC as an Application File, were studied by an IOC-appointed Working Group. This Working Group produced a report to assist the IOC Executive Board select the cities to become Candidate Cities and move on to Phase II.&lt;br /&gt;&lt;br /&gt;*Rome withdrew during the first phase of the bid process &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Phase II: Candidature Phase&lt;br /&gt;&lt;/strong&gt;On 23 May 2012, the &lt;a href="http://www.olympic.org/executive-board"&gt;IOC Executive Board&lt;/a&gt; selected Istanbul, Tokyo and Madrid* as Candidate Cities to advance to the second phase of the bid process. By 7 January 2013, all three cities had submitted their Candidature Files, which are an in-depth description and blueprint of their Olympic project, and are based upon the 14 themes of the &lt;a href="http://www.olympic.org/Documents/Host_city_elections/FINAL-2020-CPQ-May-2012x.pdf"&gt;IOC’s Candidature Procedure and Questionnaire&lt;/a&gt;. These files form the basis for each city’s bid for the Games.&lt;br /&gt;&lt;br /&gt;* Cities listed in the order of drawing of lots&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Evaluation Commission&lt;br /&gt;&lt;/strong&gt;On 6 September 2012, President Rogge announced the composition of the IOC &lt;a href="/_Templates_/Pages/CorporateIOC.aspx?id=43839&amp;amp;epslanguage=en"&gt;Evaluation Commission&lt;/a&gt; for the 2020 Games. Led by IOC Executive Board member &lt;a href="/_Templates_/Pages/Member.aspx?id=71381&amp;amp;epslanguage=en"&gt;Sir Craig Reedie&lt;/a&gt;, the Commission is composed of representatives of the Olympic Movement and a number of technical advisors. The Commission visited each of the Candidate Cities on the following dates:&lt;br /&gt;&lt;br /&gt;Tokyo: 4-7 March 2013 &lt;br /&gt;Madrid: 18-21 March 2013&lt;br /&gt;Istanbul: 24-27 March 2013&lt;br /&gt;&lt;br /&gt;Following these visits, the Commission produced the IOC Evaluation Commission report, which is a detailed technical appraisal of each city’s bid, highlighting the risks and opportunities. The report was made public and distributed to the &lt;a href="/_Templates_/Pages/MembersList.aspx?id=70587&amp;amp;epslanguage=en"&gt;IOC members&lt;/a&gt; on 25 June 2013.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Briefing for IOC Members&lt;br /&gt;&lt;/strong&gt;On 3 and 4 July 2013, the &lt;a href="http://www.olympic.org/news/2020-candidate-cities-present-to-ioc-members/202184"&gt;2020 Candidate City Briefing for IOC Members&lt;/a&gt; was held in Lausanne. This meeting gives the cities and the IOC members the opportunity to discuss the technical elements of their bids over a two-day period. This year’s meeting was attended by 86 members and involved a technical briefing from each city, followed by a second day for members to ask any follow-up questions and view plans and models of each bid.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;125th IOC Session in Buenos Aries&lt;br /&gt;&lt;/strong&gt;The culmination of the bid process is the meeting of the 125th IOC Session in Buenos Aires, &lt;a href="/_Templates_/Pages/Country.aspx?id=31147&amp;amp;epslanguage=en"&gt;Argentina&lt;/a&gt;. The cities each have 45 minutes to make a presentation to the Session, followed by 15 minutes for questions. The cities will present in the order of drawing of lots, which was carried out by the IOC Executive Board in December 2011. Following the presentations by the cities, the Chairman of the Evaluation Commission, Sir Craig Reedie, will address the Session on behalf of the Commission.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Voting Regulations&lt;br /&gt;&lt;/strong&gt;All eligible IOC members will then be asked to vote. In each round, each participating IOC member may vote for only one city. As per the voting regulations, only those IOC members who are not nationals of countries for which there is a Candidate City in a round are permitted to vote. The votes of members not taking part in a round of voting or who abstain, as well as invalid electronic voting entries, are not taken into account in the calculation of the required majority. &lt;br /&gt;&lt;br /&gt;If, after the first round of voting, no city obtains the absolute majority of the votes cast, as many rounds are held as necessary for a city to obtain such majority. The city receiving the least number of votes leaves the competition. The name of this city is made public straight away and the vote continues. If only two cities remain in contention, the one that obtains the greatest number of votes is elected. &lt;br /&gt;&lt;br /&gt;The winning city is then announced by the IOC President at the Announcement Ceremony, following which the newly elected city and the NOC will sign the Host City Contract with the IOC.&lt;/p&gt;</description><pubDate>9/4/2013 10:00:00 AM</pubDate><guid isPermaLink="true">http://www.olympic.org/content/olympic-games/bidding-for-the-games/?articleId=207850</guid></item><item><title>Major decisions set for IOC Session in Buenos Aires</title><description>&lt;p&gt;The Session will be streamed live on &lt;a href="http://www.olympic.org"&gt;www.olympic.org&lt;/a&gt;.&lt;br /&gt;&lt;br /&gt;The action gets under way with a meeting of the &lt;a href="/_Templates_/Pages/CorporateIOC.aspx?id=58150&amp;amp;epslanguage=en"&gt;IOC Executive Board&lt;/a&gt; on 4 and 5 September. President &lt;a href="/_Templates_/Pages/Member.aspx?id=71386&amp;amp;epslanguage=en"&gt;Jacques Rogge&lt;/a&gt;, who will retire after 12 years in office following the Session, will give a press conference after his last Board meeting, scheduled for 5 September at 2 p.m.*&lt;br /&gt;&lt;br /&gt;The Session (&lt;a href="http://www.olympic.org/content/the-ioc/the-ioc-institution/ioc-members-list/"&gt;full IOC membership&lt;/a&gt;) opens on the evening of 6 September with an official ceremony at Buenos Aires’ famous opera house, the Teatro Colon.&lt;br /&gt;&lt;br /&gt;On &lt;strong&gt;7 September&lt;/strong&gt;, the three Candidate Cities bidding to host the 2020 Olympic Games – Istanbul, Tokyo and Madrid** - will deliver their final presentations to the Session before the vote. The host city will be announced during a ceremony from 5 to 5.30 p.m.&lt;br /&gt;&lt;br /&gt;The composition of the 2020 Olympic programme will be discussed on the morning of 8 September, with decisions on the core &lt;a href="/_Templates_/Pages/SPORTS/SportLanding.aspx?id=196144&amp;amp;epslanguage=en"&gt;sports&lt;/a&gt; expected at around 10.15 a.m. and the possible inclusion of an additional sport at noon. Baseball/softball, squash and &lt;a href="/_Templates_/Pages/SPORTS/SportDiscipline.aspx?id=31638&amp;amp;epslanguage=en"&gt;wrestling&lt;/a&gt; have been shortlisted and proposed by the IOC Executive Board for possible inclusion as an additional sport on the 2020 Olympic programme. They will deliver short presentations to the Session ahead of the vote.&lt;br /&gt;&lt;br /&gt;On the afternoon of &lt;strong&gt;8 September&lt;/strong&gt;, the Session will hear reports about the preparations for future editions of the &lt;a href="/_Templates_/Pages/OLYMPIC GAMES/GamesLanding.aspx?id=199511&amp;amp;epslanguage=en"&gt;Olympic Games&lt;/a&gt; and &lt;a href="/_Templates_/Pages/YOG/YogLandingPage.aspx?id=188956&amp;amp;epslanguage=en"&gt;Youth Olympic Games&lt;/a&gt;. &lt;p&gt;The Commission will then prepare a detailed risk analysis report that will be published to coincide with the 2020 Candidate Briefing for &lt;a href="http://www.olympic.org/en/content/The-IOC/The-IOC-Institution/IOC-Members-list/"&gt;IOC Members&lt;/a&gt;, which will take place in Lausanne on 3 and 4 July 2013. The &lt;a href="http://www.olympic.org/host-city-election"&gt;election of the host city&lt;/a&gt; will take place on 7 September during the 125th IOC Session in Buenos Aires, &lt;a href="/_Templates_/Pages/Country.aspx?id=31147&amp;amp;epslanguage=en"&gt;Argentina&lt;/a&gt;.&lt;/p&gt;
&lt;p&gt;“The submission of the Candidature Files represents an important milestone for the Candidate Cities and the cities should be congratulated for their excellent work,” said &lt;a href="/_Templates_/Pages/Member.aspx?id=71386&amp;amp;epslanguage=en"&gt;IOC President Jacques Rogge&lt;/a&gt;. &lt;/p&gt;

Munich (Germany), Annecy (France) and PyeongChang (South Korea) [1] all delivered their files by the deadline of 11 January. &lt;/p&gt;

&lt;p&gt;The four-day workshop was led by Olympic Games Executive Director Gilbert Felli and Head of Bid City Relations Jacqueline Barrett and addressed&amp;nbsp; by IOC President Jacques Rogge.&lt;/p&gt;
&lt;p&gt;The IOC President called on the delegates to take advantage of the transfer of knowledge from previous and current Olympic host cities.&lt;/p&gt;
&lt;p&gt;“There is a tremendous amount of useful information at your disposal, more so than at any time in the past, and it is extremely important to leverage the transfer of knowledge to save yourselves time and energy when putting together your bids,” the President said. “But keep in mind that, win or lose, the bid process is a great opportunity for all Applicant Cities because of the legacies it can provide.”&lt;/p&gt;
&lt;p&gt;The Seminar, which draws from a wealth of material from the IOC and previous host cities, is an invaluable knowledge tool that walks the bid partners through the bidding process and provides a comprehensive introduction to the complexity, scope and scale of hosting an Olympics. The meetings give the Applicant Cities a clearer understanding of what the Olympic product is and helps them create a long-term vision for their bids using key themes such as sustainability and legacy as their fundamental pillars.&lt;/p&gt;
&lt;p&gt;In addition to a host of experts from the IOC, speakers at the Seminar also included the President and CEO of the Sochi 2014 Organising Committee, Dmitry Chernyshenko, who discussed his city’s winning bid for the 2014 Winter Games and delivered insightful tips on what to include and what to avoid during the two-year bidding process.&lt;/p&gt;
&lt;h5&gt;Envisioning Lasting Change&lt;/h5&gt;
&lt;p&gt;A key theme of the Seminar was that of legacy and the “triple bottom line” of economic, environmental and social progress that the representatives of the three cities were actively encouraged to begin preparing for as soon as possible.&lt;/p&gt;
&lt;p&gt;Mr Chernyshenko told those assembled that the best way to keep an Olympic bid on track and moving forward was to map out a vision and legacy plan for the Games early on, keeping in mind that “everything you do is for the people, the future and how to make your city better.”&lt;/p&gt;
&lt;p&gt;This message was underscored by the Vancouver 2010 Organising Committee in its video on sustainability for the 2010 Games, in which it was revealed that the overriding objective of the Vancouver Games was to ensure that benefits from the Winter Olympic Games would still be enjoyed 60 years after the 16 days of competition were finished.&lt;/p&gt;
&lt;p&gt;“The Games are a catalyst for profound change that can be used to regenerate an entire community,” said Michael Pirrie of the London 2012 Organising Committee.&lt;/p&gt;
&lt;p&gt;The Applicant City representatives were also reminded that a number of important legacies could be achieved merely as a result of bidding for the Games, as highlighted by the accomplishments of previous bid cities. &lt;/p&gt;
&lt;h5&gt;Strengthening relationships&lt;/h5&gt;
&lt;p&gt;In addition to briefings and workshops on the fundamentals of staging a Games (marketing, media and transport, to name but a few), heavy emphasis was also placed on the importance of relationship-building. The organisation of a modern Olympic Games is very much a team effort, with all levels of government, commercial partners, public services, community groups, local populations and sports authorities involved in the successful organisation of such a complex event. Open, honest and friendly communication with all relevant parties is therefore essential in producing both a cohesive and smooth-running bid campaign and, if awarded the Games, a memorable Olympic Winter Games in 2018.&lt;/p&gt;
&lt;h5&gt;What’s next?&lt;/h5&gt;
&lt;p&gt;The host city of the 2018 Games will be chosen at the IOC Session on 6 July 2011 in Durban (South Africa), and there is an incredible amount of work to be done before then.&lt;/p&gt;
&lt;p&gt;Following last week’s Applicant City Seminar, the Bid Committees of the three cities will apply what they have learnt to their respective preparations, before reconvening in Vancouver in February for the 2010 Olympic Observer Programme, where they will get a first-hand look at Games-time operations, take part in a roundtable discussion and liaise with VANOC operational staff for a valuable transfer of knowledge. &lt;/p&gt;
&lt;p&gt;After submitting their Applicant City Files on or before the 15 March deadline, the Bid Committees will participate in the official debriefing of the Vancouver 2010 Olympic Winter Games in early June. &lt;/p&gt;
&lt;p&gt;The second phase of the bid process begins with the selection of the Candidate Cities by the IOC Executive Board from 21-23 June.&lt;/p&gt;

&lt;h5&gt;Two-Step Procedure&lt;/h5&gt;
&lt;p&gt;&lt;br /&gt;The three Applicant Cities will now proceed to Phase 1 of the IOC’s two-step procedure, which will lead to the election of the 2018 host city in Durban, South Africa, in July 2011. Phase 1, called the Candidature Acceptance Procedure, involves a thorough review by the IOC of each city’s potential to organise successful Olympic Winter Games in 2018. Cities must answer a questionnaire, and their answers are studied by the IOC, before the IOC Executive Board selects the cities that will become Candidate Cities and therefore move on to Phase 2.&lt;/p&gt;
&lt;h5&gt;Candidature Procedure&lt;/h5&gt;
&lt;p&gt;&lt;br /&gt;In Phase 2, known as the Candidature Procedure, Candidate Cities will be requested to submit their Candidature File – which is an in-depth description of their Olympic project – and will be subject to a technical assessment made by a visiting team – the &lt;a href="/_Templates_/Pages/CorporateIOC.aspx?id=43839&amp;amp;epslanguage=en"&gt;IOC Evaluation Commission&lt;/a&gt;.
